It happened on Oscaleta Road in the town of Lewisboro on Sunday.
Police say the area between Twins Lake Road and South Shore Drive is closed to cars and pedestrians until further notice.
Officials are urging people to avoid the area.
The town supervisor says the culvert was already scheduled to be replaced next year.
News 12 has been told the DOT is aware of the collapse as local officials work on a fix.
